This is the area whereby the boats will send the ash of rubbish to. From here, trucks would be loaded with the ashes and then transported to the dumping area on the island itself.
Rest assured there are no foul smell on this island as the rubbish are already in the ashes form. 
Very nice photograph. And most interesting. Our landfills in Florida stink to high heaven. You can smell them for miles. And you know where they are, too, because thousands of birds congregate in the skies above them.
